Temporary removal of image upload from PC.

Added an option in the Settings menu to configure the webhook, so you no longer need to reconfigure it in config.lua after each update.

Added a restriction: groupadmin roles (below admin) can no longer see global script options, only personal settings. This behavior can be adjusted via config.lua.
